The office of the Commissioner for Burns (O.C.B) is hereby establishing and publishing a standard protocol to be used at all times when working with the Administration and / or the principals of the O.C.B. This document is designed to help facilitate the interactions between the Office of the Commissioner for Burns and the general public, including those from the Public Safety Community, Police, and Fire Departments, local and state, federal and foreign governments.

The O.C.B expects the interactions with the international community to be on a professional level at all times. The O.C.B sincerely hopes the Administration, including the main principals are treated in a dignified, respectful, and professional, manner and politics are not placed in the way of official works.

Standard of Protocol
The Office of the Commissioner for Burns shall be accessible at all times, regarding the International Burn Community. Following the guidelines of Directive 4202009-1 which speaks of the way the Office of the Commissioner for Burns shall be treated.

1) The office of the Commissioner for Burns shall always be addressed, as the Office of the Commissioner for Burns and/or the O.C.B and nothing else.
2) When writing letters to the Office of the Commissioner for Burns, please use the appropriate headers: Office of the Commissioner for Burns, the O.C.B, Sir-Madam, Mr. Commissioner, and/ or Madam Deputy Commissioner.
3) When calling the Office of the Commissioner for Burns please use a professional mannerism when addressing the O.C.B and /or the staff members, in addition, to the main principles.
4) When requesting assistance from the Office of the Commissioner for Burns, please address the O.C.B with the respect and dignity it deserves. Moreover, you will benefit more in return by doing so.
5) When addressing the Administration of the Office of the Commissioner for Burns, please do so in away as not to offend or make light of the professionalism expressed by the members of the O.C.B in carrying out their official responsibilities.
6) When coming into contact with the vehicles, under the Office of the Commissioner for Burns. The O.C.B expects the vehicles to be treated in a professional manner and not be sabotaged for any reason.
7) When the O.C.B vehicles bear any State (country) and/or the O.C.B Flag, the vehicles may not be approached without the express consent of the driver and that of the Office of Commissioner for Burns.
8) When the O.C.B vehicles are out of service and in the repair shop, the official marks on the vehicles shall be covered up and any flags on the front fenders shall be removed.
9) The Office of the Commissioner for Burns was created to assist & protect the rights of those involved in the everyday life of the International Burn Community, from the survivor to the family members, to the treating facilities, to the public safety departments, to the public servants, to the world community at large!

Interacting with the Principals

1) Commissioner & Head of Delegation:
 
The Commissioner for Burns & Head of Delegation shall be treated in a professional manner at all times. When addressing him or her, it should be done in a polite way. All intents should be on not disrespecting the person or the office, for which they hold. The Commissioner for Burns & Head of Delegation shall not be denied entry into any facility, which treats burns and/or is involved in the International Burn Community and/or receives any public funding.
 
Moreover, the Commissioner may shake your hand and please ask him or her if touching is permitted. Should the Commissioner be in an Official Uniform, saluting may be substituted and/or permitted. The Commissioner’s uniform shall not be altered for any reason. Which would include; removal of the badge, pins, star bars, ink pens, hats, belts, shirts, pants, and/or shoes. Nor should anyone request so.
 
Expressly, the Commissioner for Burns & Head of Delegation shall not be touched at any time, without the express consent. The Commissioner for Burns & Head of Delegation shall not be insulted at anytime. Furthermore, this would include; written, typed, spelled, guessed, and/or anything relating to insulting the Commissioner for Burns & Head of Delegation or the image of the office for which the principal holds.
 
As previous stated: the Office of the Commissioner for Burns shall not be treated as if it is an unneeded function. Moreover, it should be regarded in a professional manner at all times. Therefore, no false statements should ever be made against any staff members and/or the principals of the Office of the Commissioner for Burns.
2) Deputy Commissioner:
 
The Deputy Commissioner for Burns is the second in-command, and 2nd in the line of succession. The Deputy Commissioner for Burns shall be regarded with full respect and dignity.
3) Assistant Commissioner:
 
The Assistant Commissioner for Burns is the third in-command, and 3rd in the line of succession. The Assistant Commissioner for Burns shall be regarded with full respect and dignity.
4) Chief Of Staff:
 
The Chief Of Staff is the Commissioner for Burns Most Senior Adviser, in addition, to be the liaison between the 91 Department of the O.C.B. The Chief Of Staff is the first line of contact, in regards to personnel issues. The Chief of Staff shall always be regarded in a respectful and dignified manner.
5) Representative on Foreign Affairs:
 
The Representative on Foreign Affairs serves as the Commissioner for Burns’ International Representative for matters of State and Foreign Policy, in addition, matters relating to the Individual Member States- expressing concerns and the International Community, as a whole.

Recalling Directive 4202009-1

1)
The Office of the Commissioner for Burns (O.C.B) will not tolerate the harassment of its employees and the disruption of official business.
2)
The Office of the Commissioner for Burns; will not tolerate the search of, the receipt of, and the missed handling of private property belonging to the O.C.B. Furthermore, will not tolerate unlawful entry into any vehicle bearing the name of the (O.C.B) without expressed permission and/or signed consent. Any violation of the Directive and/or Protocol will result is strictest legal action, which will include a prison term.
3)
The Office of the Commissioner for Burns will not tolerate any harsh language or disparaging words intended to discredit the image of the office and/or its employees.
4)
The Office of the Commissioner for Burns will not tolerate physical or verbal abuse from outside agencies nor, tolerate the desecrations of the O.C.B uniforms, communication and /or computers/ laptop equipment.
5)
The Office of the Commissioner for Burns will not consider any services request not indicated on official letter head or tolerate any demand for services unless a written request clearly states the reasons and nature of the request, on the requesting party letter head.
6)
The Office of the Commissioner for Burns expects the general public to respect and revere this office in the highest regards and not interfere with the operations of official business.

Provision (s) of the Advance Copy (APS) of the Protocol Sheet
The Office of the Commissioner for Burns expects everyone concerned with official visits, to and/or with the Commissioner & Head of Delegation, to follow the above statements to the best of their abilities. Failure to do so, can and will result in the cancelation of the visit and the funding that is being supplied by the O.C.B. Should the matter in question be of a serious nature, legal action will be requested and obtained.
Furthermore, the Advance Protocol Sheet (APS) shall be provided to all visiting parties to the Office of the Commissioner and/or those taking part in an official visit with the Commissioner for Burns & Head of Delegation. Moreover, one of the above aforementioned principals.
