liAbout the Commissioner & Head of Delegation

 
 
 
H.E Brandon C. Jones-McGeer has served the International Community, since July of 2008, in the capacity of Commissioner for Burns and Head of Delegation of the Office of the Commissioner for Burns (The O.C.B Administration) His responsibilities are numerous, the Commissioner was appointed to assist Burn Victims-Survivors and Persons suffering from Disabilities within the International Community through his office and Administration. In addition, there are  other matters that receives attention and assistance:

Positive access to Health Care for All,
 
2) Health and Human Services for those with Burns and Disabilities,

3)
Matters Related to Climate Change and Ecological issues,
 
4) Nuclear Proliferation and Disarmament,

5)
Eradication of Sexual Assault against Women and Children,

6)
Eradication of Discrimination in all of its forms, 

7)
Positive Access for Citizens of Member States to Education,

8)
Positive Access to Housing and Specialized Facilities such as Nursing Homes and/or Mental Health Facilities,

9)
Providing for Fire, EMS, Law Enforcement and Policy Support & Management, etc. 

The Commissioner has a personal interest concerning burn victims since he was severely burned at the age of 10 years old as the result of child abuse by his aunt.  Having suffered through many medical procedures and healing problems as a result of this tragic event.

The Commissioner wanted to implement programs that would assist those suffering from Burns and/or Disabilities, regardless of  how complex their situation may be.

As a result, the Office of the Commissioner for Burns was designated as an intergovernmental organization (IGO) with the Member States to assist with these issues that affect the International Community, today.  Under the Commissioner’s leadership, a team of experts work diligently to effectively communicate his message, as well as implement and encourage member States to work with policies providing guidance from his office & Administration. The everlasting goal is to strive and create a better tomorrow for All the World's People.  

The Commissioner has an extensive background in the Public Safety Community, Since October of 2001; whereas he has served and volunteered with various fire services units in Pennsylvania and elsewhere. The Commissioner's original dream was to be a pastry chef, and he was prepared to attend one of America’s great Culinary Art Schools in Rhode Island. However, the responsibilities and opportunity to make a great difference, through his office & Administration, caused him to lay down that dream and take up a new mission.  His dream and desire is to build and preserve a better tomorrow, because it is what's needed
 
The Commissioner has several sisters, one brother, three nieces and a nephew.  He hopes someday to have a family of his own, but for now he is satisfied to continue the mission of Assisting the International Community in his role as the CFB-HOD.

liAbout the Deputy Commissioner & Representative of Delegation

 
(H.E Thorne Maxwell)

H.E Thorne Maxwell serves as the CFB-HOD "Deputy Commissioner for Burns & Representative of Delegation" on matters of policy, administration and operations in the Office of the Commissioner for Burns (The O.C.B Administration). H.E Maxwell, herself, a Burn Survivor, has worked continuously with the CFB-HOD since 2001 when the O.C.B Administration predecessor organization, the U.S Burn Support Organization was initiated; prior to her association with the CFB-HOD H.E Brandon C. Jones-McGeer.
 
H.E Thorne Maxwell was employed in the entertainment industry for many years. She was a fashion model in the United States and Europe, a production worker on feature films and commercials and music director for a prominent New York City Radio Station. In addition, she has enjoyed success as a business owner, interior design consultant and an IT training professional.
 
As a Burn Survivor,  H.E Thorne Maxwell brings extraordinary dedications and commitment to her role as the Deputy Commissioner for Burns & Representative of Delegation. It is her primary mission to educate the public on matters regarding the humane treatment of Burn Survivors. Equally as important she wishes to bring resources, awareness and a range of services to Burn Survivors throughout the U.S and the International Community.

 



liAbout the Chief Of Staff & Senior Advisor

Mr. Garcia was appointed by the Commissioner after a long and progressive search for the right  candidate who would assist the Commissioner in furthering the mission and agenda of the Office of the Commissioner for Burns (IGO).

Since his appointment in October of 2011, Mr. Garcia has helped form the new O.C.B.  image, including establishing important relationships within the international community, and especially the international public safety community.

In addition, Mr. Garcia aids the other O.C.B Administration Principals and staff members by being there when they have questions and/or concerns. Furthermore, as Chief Of Staff, Mr. Garcia is the key staff member for vetting issues before they reach the Commissioner's desk. 
His work also requires him to become involved by taking positions with other IGO related entities, governments, civil society, etc., regarding policies, the sincere mission, and the agenda of the O.C.B Administration.

Mr. Garcia has a great amount of experience and an extensive background in public services and safety, including Military Affairs, he currently resides in the State of Pennsylvania with his wife & 2 Children.



liAbout the Assistant Commissioner for Fire Services

The Assistant Commissioner for Fire Services works on behalf of the Commissioner to assist the International Fire Services Community.  The Assistant Commissioner is responsible for ensuring that all is done to assist in providing the appropriate tools that are necessary to accomplish the task of saving lives and property.  In this way, the international fire services community will be better able to serve the citizens of the member States that they are sworn to protect in the event of emergency.   

In addition, the Assistant Commissioner for Fire Services serves as the international representative for the office of the Commissioner for Burns regarding the fire services community.  Included in this responsibility is the training and encouragement of following the O.C.B Administration Fire Services Directives, Rules, and Regulations that govern Fire Services, etc.  



liAbout the Assistant Commissioner for Law Enforcement Services

The Assistant Commissioner for Law Enforcement works on behalf of the Commissioner to assist the international law enforcement community.  Assistance is provided through continuing education, equipment purchases, specialized advisors, assistance in policies, etc., based on the needs and requirements of the international law enforcement community of the member States.

In addition, the Assistant Commissioner for Law Enforcement is the international representative for the Office of the Commissioner for Burns regarding the international law enforcement services, and also serves as the official senior law enforcement official and intelligence officer for the O.C.B.  

This position shall be filled by a person with multiple years of extensive law enforcement experience, policy writing, "line of duty" payout, etc.  



liAbout the Assistant Commissioner for Emergency Medical Services, EMS

The Assistant Commissioner for Emergency Medical Services coordinates with international EMS services.  It is the Assistant Commissioner's responsibility to ensure that all is being done to provide the men and women of the various emergency medical services with the necessary tools needed to accomplished the job of saving lives for the citizens they are sworn to protect in the event of medical emergencies.   

The Assistant Commissioner for Emergency Medical  Services is the international representative for the Office of the Commissioner for Burns and the first point of contact for emergency medical services.  The Assistant Commissioner works with, trains and encourages emergency medical services to follow the policies of the Commissioner and the O.C.B., as well as the rules and regulations that normally govern EMS in their own member States.  



liAbout the Assistant Commissioner for Human Resources & Chief of the Executive Services Department


Rev. Dr. Sherra C. Stephens-Jarrells was vetted and appointed on March 11, 2011 to serve the role of the Assistant Commissioner for Human Resources & Chief of the Executive Services Department based upon her vast knowledge and experience in the related arenas of Human Resources.
 
As the Assistant Commissioner for Human Resources, she is charged with the administrative duties of the O.C.B Administration, such as payroll, retention of staff members, training and continuing education of the O.C.B staff and the principles officers, quality control, hiring and termination of staff members, and additionally enforcing the mandate and directives of the Office of the Commissioner for Burns.  

Similarly to the Chief of Staff, the Assistant Commissioner for Human Resources serves as a liaison between the various departments of O.C.B Administration (which is around 9 and growing) based upon the opinions and needs of the Commissioner & Deputy Commissioner for Burns.
 
Rev. Dr. Stephens-Jarrells' biographical profile describes her as follows:

Further, she is an ordained member of the clergy and has helped numerous persons and families through her ministerial responsibilities. Rev. Dr. Stephens-Jarrellslife skills enable her to facilitate the various tasks as well as produce positive results in her service as Assistant Commissioner for Human Resources.



liAbout the Assistant Commissioner for Health and Human Services

 Hon. Pastor David Odell Clevenger, Ph.D., Vidame de la Croix, was appointed Assistant Commissioner for Health & Human Services on 11 March 2011 based upon his knowledge, experience, and strong personal belief of aiding those in need.  He has an extensive background in the areas of health and human services.  He holds a Ph.D. in Pastoral Ministry (Religious Studies).   Dr. Clevenger also is extensively trained and experienced in disaster response, human rights, and human services.   
                                                    
As the Assistant Commissioner for Health and Human Services, Dr. Clevenger is charged with providing supportive assistance at the national level to member States, for those in need.  He is also responsible for teaching, and working to encourage member States to uphold and support the various policy initiatives launched by the Commissioner and the O.C.B.  These responsibilities include working with diplomats of member States to find solutions to ensure that all citizens of the world have positive access to basic human needs such as food, water, health care (to include medical insurance and primary & emergency care), housing, and access to everyday life necessities, etc. 
 
Dr. Clevenger is an internationally known ordained clergyman with more than two decades of service in ministry.  He's a decorated, honorably discharged veteran of the religious program of  the U.S. Navy, Fleet Marine Force in dedicated service to the citizens of the United States of America.  Professional memberships include the International Human Rights Commission, service as a board member for Global Diplomatic Corps, and service as a Goodwill and Face-book Ambassador.  Dr. Clevenger is a lobbyist for human rights, published author, award winning poet, and former newspaper columnist.  He is also a well established international public speaker with experience in radio ministries.  Together with his only wife of 26 years, Lady Ayla Clevenger, RN, BSN, they have 5 children and 3 grandchildren.


liAbout the Assistant Commissioner for Foreign Affairs

H.E. Naj, a citizen of the United States of America currently serves as the Assistant Commissioner Foreign Affairs. 

The Assistant Commissioner for  Foreign Affairs (ACFA) is the International Representative and Senior  Advisor of the Office of the Commissioner for Burns (O.C.B Administration) for matters of State.  H.E Naj represents the foreign policy of the Commissioner and the O.C.B Administration in order to extend the expressed policies of the member States, for the purpose of positive change.  In addition, the  ACFA sits on the "Committee of 12" as Co-Chair.  This allows matters involving foreign policies of the O.C.B Administration to be addressed during times of concern and/or questions, as expressed by the Committee of' '12.
 
H.E. Naj has a vast knowledge of international affairs, the diplomatic community, foreign policy, human rights, and more then a decade in intergovernmental affairs (IGO's).  H.E Naj is a valuable resource to the Commissioner and the O.C.B Administration


liAbout the Assistant Commissioner for Protocol & Public Information

H.E. Princess Karen Cantrell, DHL, Vidamesse of St. Paul, was appointed Assistant Commissioner for Protocol & Public Information on March 14th, 2011 due to her vast knowledge in communications and public affairs.  She is experienced in community relations, is a successful business owner, has experience in local governance, and international affairs. 
 
As the Assistant Commissioner for Protocol and Public Information, Dr. Cantrell is responsible for training and encouraging the Member States and their Citizens to follow the the Official Protocol of the Office of the Commissioner for Burns.  She is charged with ensuring all O.C.B Administration Principals and Employees are respected when operating in the field.  The Assistant Commissioner for Protocol and Public Information works through the member States to ensure this great responsibility is not neglected by anyone, at anytime, whatsoever.  H.E Princess Cantrell is also charged with ensuring that the image & message of the O.C.B. administration is always presented in a positive light. 
 
 In addition, the overall responsibility concerning public outreach to Citizens of Member States which include all forms of media (print, radio, internet, television, digital, text, etc.)  H.E Princess Cantrell also serves as the official spokesperson for the Commissioner for Burns and the O.C.B. administration.  All statements and speeches are vetted through her office before being released to the International Community, as well as through other O.C.B Administration Principals, i.e the Chief of Staff or the " Committee of '12"
 
H.E Princess Cantrell is truly committed to helping those who are in need to receive the best possible help available.  Her entire life has been to volunteer services to humankind, including receiving the President's Call to Service Award, which was given to congratulate her for addressing the most pressing needs of those less fortunate. 
 
H.E Princess Cantrell has an educational background with various degrees, and has a Doctor of Human Letters from the Becket Theological Institute, Canterbury, England, for her great service to create peace, harmony, fraternity, understanding, and tolerance.  Dr. Cantrell's professional memberships include serving as a board member of the Global Diplomatic Corps, and she serves as a Goodwill Ambassador for Peace concerning international human rights as well as a Facebook Ambassador.  The Princess's actions speak for themselves.

liThe Assistant Commissioner for Legal Affairs & Chief Counsel to the CFB-HOD

The Honorable Chief Justice Mr. Benjamin Zvenia was appointed in June of 2011; to assist the O.C.B Administration & the Commissioner for Burns and Head of Delegation with the everyday Legal Affairs matters of the Administration.
 
Furthermore, the Hon. Chief Justice Mr. Benjamin Zvenia is an appointed member of the Tribal Courts Committee-America Bar Association, Judicial Division, Special Court Judges Section and Vice Chair of both the Animal Law Committee and the Workers' Compensation & Employers' Liability Law Committee-American Bar Association, Tort Trial and Insurance Practice Section. A former Vice Chair of the Labor & Employment Practice Section, as well as, former Co-Chair of the Health Law Section of the Federal Bar Association. Within these areas of law,  the Hon. Chief Justice Zvenia has had numerous articles published on topics covering public safety and associated legal areas.
 
Moreover, the Hon. Chief Justice Zvenia currently serves on the NV S.CT AOC Order of Protection Committee and previously was the appointed Tribal Court Liaison for the Arizona Supreme Court's-Domestic Violence Court Committee known as "CIDVC".
 
The Hon. Chief Justice Zvenia has received many honors, starting with the National Judicial College-University of Nevada, Reno, NV, Certificate in Judicial Development Program. Mrs. Eunice Trevor, Esquire, a partner in the Firm Saltz, Mongeluzzi, Barrett &  Bendesky, and has represented burn survivors and their loved ones for over 20 years. She is responsible for numerous multi-million dollar settlements and verdicts in highly complex, high-profile burn cases stemming from negligence or defective products. Nationally, she was among the top 500 "Leading Plaintiffs' Lawyers in America" in 2007, chosen by the independent survey group and magazine Lawdragon. In 2009, she was featured as The Attorney of the Month” in the same magazine, featuring her use of video settlement brochures to resolve complex burn cases.

 A 1985 graduate of the Temple University School of Law, her professional background includes teaching special education prior to entering legal practice. Her court admissions include: Commonwealth of Pennsylvania - United States District Court, Eastern District of Pennsylvania

Ms. Trevor is Founder and Chairperson of the American Association for Justice’s Burn Injury Litigation Group    Ms. Trevor serves on the Board of Directors and is Education Coordinator of the Philadelphia Trial Lawyers Association, as well as being its 2007 President's Award recipient.

Ms. Trevor is also on the publications committee of TRIAL Magazine, the national journal for plaintiffs’ lawyers, and is a regular contributing author to this publication, including her articles, “Hidden Burn Hazards at Home”, TRIAL, Vol. 41, No. 5 (May 2005); “A Lawyer’s Guide to Representing Burn Survivors”, TRIAL, Vol. 34, No. 6 (June 1998); “Representing a Burn Survivor”, TRIAL, Vol. 32, No. 9 (September 1996). Ms. Trevor is the author of “Know the Law, A Burn Survivor's Resource”, published in 2003 and revised in 2009.

Ms. Trevor serves on the advisory committee of the Phoenix Society for Burn Survivors. She is a past Vice President of the Board of Directors of the Society, which is a non-profit advocacy organization providing support and services to burn survivors.

Ms. Trevor is a past President of the Board of Directors for the Anti-Violence Partnership of Philadelphia. She is a member of the Board of Directors of the Center City Residents’ Association of Philadelphia.

Ms. Trevor has also gained recognition for video settlement brochures, used to resolve litigation before trial. Her work has been featured on broadcast television. She is also a frequent presenter at seminars on trial techniques.

She has also volunteered as a counselor for over 12 years at Camp Susquehanna, in Lancaster County, Pennsylvania, a camp for children who suffered Burn Injuries.

liThe Assistant Commissioner for Terrorism & Intelligence Affairs 

The Assistant Commissioner for Terrorism & Intelligence Affairs is to serve as a Senior Advisor on Terrorism & Intelligence, promote information sharing, as well as a strategic and unified direction. In addition, ensure integration of the O.C.B Administration abilities of response to a terrorist attack within Member States and/or around the world.

The ACTIA also is responsible for the Daily Briefing of the Commissioner on all matters, concerning International Peace & Security; the ACTIA also briefs the Deputy Commissioner, when required under the O.C.B Administration Policies & regulations.

   The responsibilities-requirements of the ACTIA:

·        1. Serves at the Commissioner’s Principal Intelligence Advisor

·        2. Manages the O.C.B Administration Terrorism & Intelligence Program (Budget)

·        3. Sets direction for Anti-Terrorism Response through policies and budgets

·        4. Ensure coordination of integration of O.C.B Administration Personnel, expertise, and capabilities

·        5. Provides leadership on Intelligence cross-cutting issues
